Legal status & classification
- Tobacco-free nicotine pouches are governed by Lag (2022:1257) om tobaksfria nikotinprodukter, which covers products without tobacco that contain nicotine for consumption.Riksdagen 1

- Manufacturers and importers are responsible for products and packs meeting the content, labelling and design rules; non-compliant products may not be supplied to consumers.Riksdagen 1
Minimum age
- Pouches may not be sold or otherwise supplied in business to anyone under 18, and the seller must make sure the buyer has reached that age.Riksdagen 1
- Only people aged 18 or over may bring tobacco-free nicotine products into Sweden.Riksdagen 1
Nicotine strength limit
- No nicotine limit is in force for tobacco-free nicotine products.Riksdagen 1
- A 2024 government inquiry (SOU 2024:23) proposed a maximum of 12 mg nicotine per gram. In July 2026 the government said the remaining proposals were still being prepared.Riksdagen 5Riksdagen 6
Flavor rules
- There is no flavor or capsule ban, but consumer marketing may refer to flavor only where consumers need it as product information.Riksdagen 1
- Products may not contain caffeine, taurine or other additives or stimulants associated with energy and vitality.Riksdagen 2
Labelling & health warnings
- The health warning must read “Denna produkt innehåller nikotin som är ett mycket beroendeframkallande ämne.” (This product contains nicotine, which is a highly addictive substance.)Riksdagen 2
- The warning goes on the two largest surfaces of the unit pack and any outer pack, covering 30%, in Helvetica bold, black on white.Folkhälsomyndigheten 3
- A Swedish content declaration listing ingredients by descending weight, nicotine content and per-dose amount, and a keep-out-of-reach-of-children line must cover 20% of one of the largest surfaces. Non-removable stickers are allowed.Riksdagen 2Folkhälsomyndigheten 3
- Labelling may not suggest one product is less harmful than another, or make the pack look like a food or a cosmetic product.Riksdagen 1
- Products that meet the hazard criteria of the EU CLP Regulation must also carry CLP labelling.Riksdagen 2
Notification & registration
- Manufacturers and importers must notify Folkhälsomyndigheten of each product at least six months before it is supplied to consumers, and again after any substantial change.Riksdagen 1

Import documents & HS code
- Nicotine tax is SEK 209 per kg from 1 January 2026 for nicotine products used in the mouth or nose that contain no tobacco.Skatteverket 7
- On imports from outside the EU, the tax is paid to Tullverket at import unless an approved warehouse keeper owns the goods.Skatteverket 7
