Which countries allow nicotine pouches?
Of the markets we cover, Sweden and the UK allow tobacco-free nicotine pouches as consumer products under national rules. The USA requires an FDA marketing order for each product, the UAE requires conformity with UAE.S 5061:2025, and Canada allows only Health Canada-licensed pouches of 4 mg or less, sold through pharmacies.
Where are nicotine pouches closed to importers?
Germany treats pouches as unauthorized food, so they are not marketable. Australia has had no lawful pathway since 24 July 2026, and Saudi Arabia’s customs tariff marks the oral nicotine pouch line import-prohibited. In the EU, France and the Netherlands have also adopted bans.
What HS code do nicotine pouches use?
Tobacco-free nicotine pouches fall under HS 2022 subheading 2404.91, “for oral application”. National lines differ: 2404 91 90 00 in the EU and UK, 2404.91.00.00 in the USA, 2404.91.00.90 in Canada, 2404.91.90 in Australia and 2404.91.30.00.00 in Saudi Arabia.
What is the minimum age for nicotine pouches?
It is 18 in Sweden, 18 in the UK from 29 October 2026, and 21 in the USA. Canada requires an 18+ label statement on licensed products. Australia has no lawful consumer sale at all.
